NEW ORLEANS – Thomas M. Flanagan and Harold J. Flanagan today announced the formation of  Flanagan Partners, LLP, a New Orleans-based law firm drawing talent from two of the most respected firms in the city to serve businesses and professionals in the areas of commercial litigation, insurance coverage, construction, oil and gas/maritime, casualty, employment disputes and appeals.

Thomas Flanagan, formerly a member of Stanley, Flanagan & Reuter, LLC, concentrates on complex business litigation and appeals in the state and federal courts of Louisiana. He has been included in The Best Lawyers in America (2009) in appellate practice and named among 50 Louisiana Super Lawyers (2009), a listing of outstanding lawyers who have attained a high degree of peer recognition and professional achievement. A magna cum laude graduate of Georgetown University, Flanagan ranked in the top 10 percent of his undergraduate class. He earned his law degree summa cum laude from Tulane Law School, where he received the Faculty Medal for the highest cumulative average in his class. After law school, he clerked on the U.S. Fifth Circuit Court of Appeals for the late John Minor Wisdom. Flanagan is a director of the non-profit Tulane/Canal Neighborhood Development Corporation and formerly served as president of the New Orleans chapter of the Federal Bar Association. He also is on the adjunct faculty of Tulane Law School, where he teaches civil law torts.

Harold Flanagan, previously a shareholder in the maritime, oilfield and insurance coverage section of the New Orleans office of Liskow & Lewis, serves the contract and litigation needs of clients in the areas of insurance coverage, construction, admiralty, oil and gas production, casualty and commercial matters. He received his undergraduate degree and his law degree cum laude from Loyola University, where he was a member of the Law Review. Flanagan has taught insurance law since 1999 at Tulane Law School, where he received the Monte M. Lemann Distinguished Teaching Award, and he is a colonel in the Marine Corps Reserve. He is a frequent speaker to professional audiences on insurance coverage, construction law and drilling contracts.

• Jamie Cangelosi, concentrating in commercial litigation, debtor and creditor rights, and civil appeals in state and federal court. She formerly was an associate with Heller, Draper, Hayden, Patrick & Horn, LLC, in New Orleans. Cangelosi received her law degree from Louisiana State University, where she also earned her undergraduate degree cum laude.

• Stephen M. Pesce, practicing in the areas of energy, insurance coverage, admiralty, construction and commercial matters. He formerly was an associate with Liskow & Lewis and handles litigation as well as contract negotiation and management. Pesce graduated magna cum laude from Washington and Lee University. He received his law degree from Duke University and is a member of Phi Beta Kappa.

• Brandon C. Briscoe, who has worked for a Fortune 500 electric utility company, a U.S. senator and a regional chamber of commerce. Practicing commercial litigation, he received his undergraduate degree with honors from the University of North Carolina at Chapel Hill and his law degree from the George Washington University Law School, where he also taught legal research, writing and oral advocacy to first-year law students and served on the editorial board of the George Washington International Law Review.
